City attorney advises council to consider disincorporation as a contingency

City attorney Ken Luce today sent a letter to the City Council and Mayor saying, "if the operation of the city does not improve ... I recommend the city prepare a contingency plan for its disincorporation and bankruptcy." The move is advised to avoid personal liability to the employees.
